急： 请问买HUD 房owner occupant 要求是否可以

我们有自住房， 现在21 迈（非直线， 是Google地图）开外处有一个 HUD 房在卖， 要求前15天内 owner occupant买， 15 天后投资人可出offer。 很有兴趣， 担心15天后有很多投资人竞争， 所以想是否可以这样： 以owner occupant 名义买， 所以一年内不能出租或转卖， 一年过后再上市。 这样赚出的钱还可以按long term capital gain 交税。 请问大地主们或地产经纪们这样是否合法？ 是否可行？多谢！！！
