If the moisture level is greater than 75%, then you will have mold. The moisture air is lighter that’s why you see it in the ceiling first. Or maybe it is leaking. Get a dehumidifier to lower the moisture level to around 50%, it will help. You may have to seal the basement to prevent the moisture to get in from the ground
