because government's purpose is to solve the mortgage problem. So borrower won't have rate increase pressure forever.
Also, those loan modification or blanket refinance is one time deal. Like someone did loan modification last year or early this year. They never can do the re-fi or loan modification again even right now the rate is lower than that time. So it is still not perfect.
