岂有此理! 没有合同证据别人能随便放个LIEN在我的房产上吗?

事情如此: 电话约了一小APPRASIAL公司做评估， 可能就是一个独一人的公司，后来又打电话取消了，不过是另一人接的电话， 可能是其老婆或女儿。 我有笔记取消了的， 绝不会错。 结果这主那天跑来了以为要做评估， 白跑一趟。 我还说以后做评估买房找他， 结果这家伙给我留言说 不付钱的话就要放一个LIEN在我的PROPERTY。 如山， VA_LANDLORD 等行家， 象这种双方都没有证据的事情， 无合同，更无取消合同， 只是两次电话联系， 一方能随便留一个 LIEN 在别人的房产上吗?
