A1- no loan is possible, you have to pay cash when buying

A2, no permit need if just repair/replace, if change bedrooms, adding space,relaying electricity or plumbing etc, then you need a permit

A3. you need apply and the county will assess - mostly likely land plus house. Can you find an empty lot nearby comparable and worth much less

A4 every house and location is different here is maybe average in my area. roof 20,000-40,000; floor sq footage * $4 (labor and materials) lowest end and not solid wood; kichen 20,000-40,000 no fancy materials; electric rewire the house 2000 at least.

Personally don't believe it is a good deal
