For 1), if it is purposely damaged, you have to pay the repair cost. The question is: landlord has to prove this is purposely damaged; if it is quality problem, landlord shall be responsible for that.
For 2), the same. But you did have to report the problem to landlord promptly. Landlord can ask you partial cost due to your delay reporting.
For 3), probably you should pay. If there are only a few spots, you can let handyman do it; if there are many places, then whole house interior needs re-painting. Even so, you can negotiate with landlord because after new painting, the house will be better than you move in, right? Maybe split at 50 / 50?
