Yes.

Ask HR Block before you contribute, follow their instruction to make every effort to avoid being treated as 2023 contribution. 

3. 每年可以从traditional IRA 转到Roth IRA 的钱没有上限？ Yes or No?

Yes. but you have to pay taxes.
