请教各位师长出租房cash out refinance 交税

多年潜水，很感谢各位赐教。 我05年买了一个小出租房，想cash out refinance 拿些现金来再买二个房。请教贷出的钱要交income 税吗？ 新贷款的税能抵第一个出租房的税吗？
