OPT Problem, need help

I applied for OPT last fall semester. But because I cannot finish the course, so I applied for canceling at the begining of last December. The campus office did the paper work for me, and mail to the Immigratin office.

But I received the OPT card this Feb. I went to the campus international office. told them, then mailed the card back to immigration office. Then wait for the canceling.

The problem is:
just 2 weeks ago, the campus office told me that maybe that old OPT will not be canceled, because they never got my application. I don't know how can this happen. but obvioulsy, I AM IN trouble.

Seems must finish all courses before applying for OPT, SO how can I still have my project unfinished now, but the opt has beend used half a year?

What I can do? Please give me some advice if you really know this. Thanks a lot.
