关于申请失业补助的问题

大家好， 我有一些关于申请失业保险金的问题。

我是在加洲。去年年底，我申请了失业保险，并且有领一个月。前段时间我收到employment development department的调查电话，因为我是tn 签证，后来他们判定说我不符合申请失业保险。

我的问题是：
1。如果我不符合申请要求，为什么工作的时候需要交纳SUI 呢？

我收到了EDD发过来的notice of determination，以及appeal form。我想请问：
2。一般从政府收到我的appeal form 到 发送 hearing notice需要多长处理时间呢？
3。如果在file appeal之后，而在接收 hearing notice 之前，因为等候时间太长，可以cancel 吗？
4。收到hearing notice 之后可以cancel，不去hearing吗？
