失业补助requests you can work in any time

Like the one in Canada if you applied before. After you lost your job, you need to change your status from TN1 to Visitor. As Visitor, you can't work in State. So you can't apply 失业补助 in State. But you can do so if you are back to Canada. I have one friend got it after back to Canada.
