什么是collection? 我是上当了.能否拒绝付帐单?

去年12月初, 有个说中文的女打电话给我, 竭力让我转到mci, 还说1个月只要$16.99加税, 长途6个月免费, 我听到有人说中文, 感觉特别亲切,就答应了.谁知收到帐单, 哪有那绘事! 一个月的电话费有$30多， 上面有netlink, long distance, 可我根本就没有用.当时非常生气,就转回了原来的公司, 还多付了申请费. 自那以后,mci这家公司就不停的打电话, 我按原来我公司的basic费用,付了他们一个月的钱, 他们说还欠$25, 并且要collection, 我真不想交, 这明显是骗人吗! 我从12.12到1.18, 他们收我$46.

谁是内行? 我该怎么办? 非常的生气, 原因就是上当还上了中国人的当!!!!
