stp，刚才看到你好回答疑问的跟贴，我想在此告诉大家一个事实

我父母2003年12月20号来美，2004年6月15号回国，去年我在报税的时候同时替他们申请了TIN，注意，申请表和联邦税表1040A一起寄出，1040A表dependent一项，就将我父母填上，州税表上，也将他们作为dependent，并注明TIN的申请在pending中，结果是，我不仅拿到了TIN，还拿到退税(不申请的话，应该是补税)。
可按照你的说法，是不可以的。但IRS还是给了。
我觉得应该鼓励大家去TRY，如果能退，就是合法，不能，申请者也无任何损失，
