需要质问你的房东，不需要你自己去查

Google "allegheny county ordinance three unrelated person" 找不到正式法规，但是据显示的，Pittsburgh大概是不让“more than three unrelated persons”住在一起。但是你的情况，是三个unrelated person，加一个related person。所以不是“more than three unrelated person”。（有亲戚关系的，一家八口十几口住一起也没人管）。

和房东争论，首先要求他给你法律条文看，然后告诉他房子里没有“more than three unrelated persons”。

在美国，别人或者政府指控你作错了什么事情，你都要反问一句, according to what?! show me the rule. 不要自己闷头查。
