Another example, if the law prohibits "more than three unrelated person LIVING together", is a temporary guest "LIVING" together? A friend can visit for a few weeks, it is not "LIVING" together. In fact, many Chinese parents visit their US children for six months, but nobody says "my parents are living with me", they say "my parents are visiting for six months."
