recruiter 能 sue 我吗？

最近网上一个 recruiter 帮我投了一家公司A 的职位，

面试后，给了offer, 我也签了。

但是我现在的公司给了 counter offer, 我就不想动了。

公司A 倒没说啥，因为offer 上写了 emloyment at will.

那个recruiter 很生气，说要告我。（recruiter 是外面recruiting firm的）

想请教一下，他能告我什么？
