should hiring manager talk with you mainly at interview?

I will have an interview next week. The hiring manager talk with me at phone about one hour last week. But today HR sent me the interview schedule to me. I found that I will talk to eight people (four group each taking one hour) that day. But that is no spot for hiring manager. Is that normal? Though he will have the lunch with me that day.
Any help?
