请教 property tax questions, Thanks

live in California, CPA told me that 1)part of property tax (Fixed charges and/or special assessments, more than $2000 for me) is not tax deductable from this year. Is this true? 2)part of car registration fee is not tax deductable either? I paid total >$400, only deduct about $200.

anyone is expert for this? Please let me know. Thank you very much.
