请教有关 small taxpayer safe harbor 修理费

如果有2个出租房， 2房cost basis 总数是40 万， 若其中一个出租房换了空调花5千，按照2%规则 2个房以当年总报8千修理费，请问若换空调的5千当修理费报掉可以吗？
