逻辑上不成立

即便增加税率不能增加税收（甚至减少税收）是成立的，那么逻辑上并不意味着，减少税率就能增加税收。

没有人要增高税率。这些人要做的是降低税率。

trickle down economy 从来没有增加过总税收，你去看看Bush 2001减税的后果就知道了。
