父母绿卡申请出生公证问题

给父母申请绿卡，I-485 Instructions 要求父母本人的出生公证。我父母的父母已去世多年，根本无法在国内办理常规的出生公证。我的亲属关系公证已经注明我父母的名字和出生日期。不知亲属关系公证可否替代常规的出生公证。如果不行，有其他替代文件？
