10月份开始，新的名额下来。如果VB一直是U，移民局一个申请也批不了，名额全会浪费。排期可能会一直在2007年7月份之前，但可能是U。

理论上，如果PD一直是current，那可能也会按照RD来处理，但我们都知道，这种可能性有多大。
