There will be tons of cases, right, but DOS will announce new VB from Oct, retrogressed to the dates the 485 can be approved.

For example, there are Eb2 cases now in USCIS with PD in 2005 and 2007. When the VB of Oct. announces EB2 is July.1 2005, meaning only the cases with PD before that date can get the visa number from DOS, the cases after that have to wait. The visa number allocation and VB work in this way.
