PD is the date USCIS can get visa number from DOC for 485.

I suggest you go to Indian webpage to read some articles explaining the visa number allocation.

485 has a process date in USCIS, but that does not mean 485 can be approved. GC needs a visa number which is controlled by DOS. USCIS need to ask a visa number to assign on the case they are processing. For example, if the 485 process date is March 1, 2007, which means they are processing the 485 with this date, but at this time, if the VB cut-off date is July 1, 2005, only the 485 with the PD before this date can be assigned a visa number from DOS. In summary, at the process date of March 1, 2007 (which means 485 RD), only the PD before July 1, 2005 can be approved, the others need to wait.
