485 will be approved on PD.

In the past, employment based 485 were all C, so 485 was processed by RD. But after the paiqi, 485 is approved by PD. If the PD is not current, USCIS can not ask the visa number from DOS. I don't believe DOS will put all C for the new fiscal year. Under the current VB system, the early your PD is, the early chance you will have 485 approved, excluding the NC.
