收到offer, 但是

前前后后两个半月，今天终于得到了offer. 先是口头的说有年薪和20%的bonus. 但是书面的offer电邮过来说：

Annual Bonus Program in the range of 0-20% of your annual base salary。

为什么是0-20%的范围， 而不是电话中说好的20%呢？会不会我接受了offer后到年终不给20%呢？
