it looks like that he is creating a lot of smoke and noise, to compensate for his lack of real knowledge and willingness to do the actual work.

But in the meantime, he is also creating space for his "management talent."  Not much real work gets done?  He only needs the recognition of your boss to assign him the necessary staff.

You may think he is delusional. Many things start out as delusions.
