Two persons do one manager's job, each complementing the other.  When they want you see one, you get one; when they want you see two, you get two.  You are in a continuing cognitive dissonance, which makes you doubt your own sense of reality. 

Power is gained and maintained by demoralizing and confusing those from whom power is tansferred.
