He is harassing you! to cover up his own inability.  His boss on the West Coast just wanted to get him out of sight.

You should take charge.  Portion out work for him to do. Keep asking about progress. Portion out more, then repeat.

Have confidence in what you are doing and show it.  OR,

His official mission is to take over.  Then you need to assess whether to fight or flight, or meet your new boss.

 

(Both can be true at the same time.)
