vacation during last week

For sure, the company will pay any unspent holiday and vacation, but will not allow employee taking vacation during the last week, it is normal business practice.  I think the reason is that "vacation from work physically is to let employees who will return to work with recharged energy".  It is the benefit for individuals with continued employment with the company.  Since she already resigned, this benefit does not apply any more, just take the $$$ and leave.
