It depends on his personality and the conditions. As you mentioned, your boss 有性格上的弱点. If you are frank to him, will he be open to the truth that could be hurtful to his ego? If he is open, does he has the ability to implement the idea and improve the situation? Or will he feel exposed to you and start keeping distance to you? Will it influence your career in the company? etc. You need all these information to make an educated decision. Every option has its benefits and risks. You have to analyze yourself if you are a risk-taker or tend to be risk-averse.
