If I were you， I would not do that way。
1）I would avoid email him “详尽列出所有事实”。
2）I would talk with them，to check if upper
management is defensive or not since you never know the network between your boss and upper management。
3）If our initial conversation indicates that my concerns are encouraged，then I would talk about
the details of 所有事实。

当然，每人的做事方式不一样，我比较喜欢四平八稳些。
