请老土等大侠指教

本人在学校研究工作，待遇不高，特累，出路不明朗。想到外面世界走走，有一consulting公司给出: a rate cap of $50/h on 1099。 俺不明其意，请大侠指教。

1 客户在MA，这个价位合理吗？那里可以查到比较准确的价位表？
2 on 1099是不是指这个价位包括所有费用?没有benefit，医疗保险？对不！
3 俺理想价位在$75/h, 如何在要高价？
