come on, this is not going to work. if you always threat to talk to the HR contact's manager, he/she will try to screw you up! You are not with the company yet, you think the manager would believe him/her more you believe you more.
When an offer is made, normally there is a little bit upside to negotiate, managers normally leave a little room because they know that you are going to negotiate. But lots of time they are not willing top compromise for different reasons, they have backups, or certain team member doesn't really like you that much and the manager doesn't feel he needs to fight it for you etc. It is very tricky. The most important thing is that you have to know what you worth at first place and make a case for yourself. if you can make them fall in love with you first, things will be a lot easier.
I don't think what you said here would work well in most places. If anybody try to threat me to ask to talk to my manager, I will be very offended and In my mind, i'd just say "go yourself!".
