这个IRS文件并没有引用法律出处，所以还是值得怀疑的

关键是有没有法律和条例说unassessed prepaid tax不能deduct，如果没有这样的条文禁止，那么根据法律还是可以deduct的，IRS的法律解释并不一定是法律
