If you compare Shanghai (pop. 23.7 million) with the best in the U.S. Massachusetts (pop. 6.6 million) you get PISA mean 613 compared with 514. 30.8% of Shanghai's student scored at level 6 (genius level) while only 5.8% of Massachusetts student does. Taiwan (independent of China's system) scored 560 mean and had 18.0% perform at level 6. Shanghai's per capita GDP is $13,000 compared to the U.S. of $50,000. Even Vietnam with a per capita GDP of 3,000 scored much higher than the United States.
The head of analysis division of PISA Andreas Schleicher said about the 2009 PISA : "We have actually done Pisa in 12 of the provinces in China. Even in some of the very poor areas you get performance close to the OECD average". He also said: 'The last point is key: Russia performs well in rote-based assessments, but not in Pisa, China does well in both rote-based and broader assessments." In 2012, China got better while the U.S. got worse. India with similar selection process scored 345 mean in 2009. The point is China has a consistent performance record.
