In theory, it's about 夫妻共同劳动所得 (including one is working while the other is staying at home taking care of family). If one get a significant 遗产 or gift, depending on state law, may not be included as 共同劳动所得. But again this could be personal, for example if the man insists on sharing with woman on his uncle's 遗产, then I don't think there is a problem.
Regarding #2 above, I assume your parents are not US citizen nor permanent resident. In that case, they are not subject to US 遗产税 (but China 遗产税). So you should be able to take it outright after their 百年之后. But that should be clearly documented, especially if you have other siblings.
