求驱逐租户妙法

最近拍得一个银行房，房子在麻州，6个家庭的公寓， 是个很好的deal。合同条款规定 “sale as is”,  现在里面住满了房客。 但从银行手里接过租金收入和费用账单后（2012年1-3月）决定必须清除现有房客重新招租。现在是月租金收入 $3000. 房东承担水费（$1600/月）， 垃圾费（$325/月）, （pest  control $310/月）草地维护（$70/月）物业管理费（$415/月）公共电费（$70/月）， 还没有加上维修费。租金收入和费用基本持平。最大的问题，租客浪费水严重， 但 无法分开税费让租户自己承担。现在的租户多是西裔及一些低收入人群，素质较低，涨他们的较难租金。所以现在想驱逐所有现有租户， 另招租较高层次的租户，也便于管理。

请教前辈和大侠， 有什么好的办法驱逐这些租户？如果租户不搬出，房东有没有权利切断水源，逼迫他们搬出？
