rent house water pipe leak

Today I got call from my PM.

The house I am renting has kitchen water leak.

Send handyman to check. Here is what he told me.

He could hear the water leak sound under the construction concret. He also cut off some dry wall beneath the sink to make sure.

The water can be seen from outside but inside is dry and clean. I was told pin hole could be present in the water pipe.

Should I call insurance company to check if this is covered?

Also, since the sound seems right beneath the fundation concrect, can this be a easy fix from outside? of course the outside concrect need to be dig out...BTW the house is in sourth california.
