You need to call plumbing company to check where is the leak. 

It sounds like the water line from the street.  Shut the water off, and check if the water leak stopped. 

The chance is that you need to break/cut the concret (inside) to repair it.  In my area, it costs between $500 to $1000 to fix this kind of leak.  Then you need to repair the floor. However, it is strange to have such problem.  Make sure the leak is not due to teh foundation problem.  If so, it will cost you much more.
