有人知道现在还有哪些银行可以新开HELOC？

条件怎么样-比如说利息啊或是CLTV的条件等等如何？
另外有人能再说说看开HELOC的缺点或风险吗？比如是否会影响将来的Refianance啊?
(目前倒是刚快Close自家的Refi Loan).多谢高人指教。
