Here is a simple idea with 5 piece of cakes.
Divide the 12 little creatures into 3 groups, 4 in each group, and one cake each group -- eat --stop when the first group finish. (There should be at least one piece of left over)
By now, we should know which group contains that freak (shuai-wa), and whether he is slower or faster than others.
Divide that specific group into 2, with 2 creaters in each group. Add 2 fuwa's (from the remaining 8 fuwa's) to each group, and one cake each group -- eat -- stop when the first group finish. Now, we shrink our selection to only 2 creaters, and we get another piece of left over, which should have the same weight of the leftover -- or leftovers -- in the first round.
Use 2 left overs to id the freak.
