If you cannot see your future in current dept, changing is a good choice. However, you could talk to the managers that you like to work for and tell him/her your long term goals. Also, you can ask them help you to achieve the goals. I don't agree with you that you have a better "人脉“ in current position. The relationship between you and your supervisors is one of the most important relationship.
After you go to a new position, you should start to work on the relationship with your supervisors. Meanwhile, don't forget the relationship with peers. I am sure that you are good at dealing with peers. However, if you like to move up ladders, you have to have your managers' support.
