出租房刷一层油漆管用吗？

第一次做地主。请教一下前辈们。

一个2 br condo， 935 sf. 带租约买的。房客六月份搬出。打算刷墙 以及地毯换vinyl 以后再出租。找了个handyman quote了一下。$1625加材料费。说为了节约时间和成本，只刷一层漆。请问大佬们，一层漆够吗？以下是他给的工作范围。有没有啥red flag, 有没有啥条款要加的？

Remove all outlet and switch covers
Clean any dirty areas of walls 
Prep all walls and trim by repairing any and all cracks, screw and nail holes , caulk areas as needed
Paint all ceilings with ceiling flat white
Paint all trim, baseboard, and doors with a bright semi- gloss white 
Paint all walls with eggshell paint
Clean up areas affected by work being performed
