购投资房时的 “owner title insurance” 问题

看中了本地的一个独立屋，售价21万三，准备现金购入后用于出租，房子是2018年建的，只有一个owner,准备下周交割(closing), in regards to "owner's title insurance", (cost $1100), lawyer says if its bank  loan, then not needed, however, because it is cash sale, so he strongly recommends, 我们有些犹犹豫，不知要不要购买这个'owner's title insurance".
