比较HELOC和refinance, 是不是可以理解为

HELOC可以先办好手续，不拿钱出来，所以也不用交月付。只是每年交100刀，头一年不用交。然后有了投资目标，立刻可以拿到钱。

Refinance是立即就拿钱出来。所以有了下一个投资目标，refinance比HELOC好，因为费用少？
