假设一个没有政府只有资本的地方吧

资本会流向最大化利益的地方。很多很多的小作坊型business会倒闭。但是如果大政府干预过多呢，那会很多的inefficiency，不赚钱的business也会一直存在，也不行。现在美国政府干预还是太多。
