这样的老师算是好老师了吗？

小孩今年在公立学校3年级，老师是一个有5年教龄的女老师，中间生过两个孩子。该老师不教 language, 只是从socail study 的材料里找几个 words 做一周的 word study, 只是做 spelling, 从来不涉及任何语法知识，用法，过去式，发音之类。

数学就更差了，只是按照教材讲。教材里的70% 内容与算术（arithemetic) 无关，象读时间，读表格之类的东西。尤其让人费解的是，老师不允许孩子使用好的方法解题，比如，42-25，孩子在SK时已经会做这样的题，借位用在4的头顶标注 -1. 而她教学生将42写成312，而且禁止孩子标注-1。弄得孩子不会做了，反而容易弄错。孩子在学algebra, 解方程。另外，求正方形周长，只能用加法把边长加4次，不允许孩子x4.

想请教大家，这样的老师算得上好老师吗？ Is she dedicated and ethusiastic?
