英国各政府部门是由一组MINISTER来管理,其中组长是SECRETARY.

MINISTER不是次SECRETARY.

有点象中共中央的书记处,MINISTER相当于书记处书记,SECRETARY相当于书记处总书记.

英国的PM是所有MP的头,但所有MP不是次PM.所有CABINET成员也不是次PM.
