每次冲厕所都要冲几次才能冲干净，可能是什么问题？

一个房子的厕所，每次冲厕所都要冲几次才能冲干净，后来换了个新toilet 后好了。现在还有几个有同样的问题，可能是什么问题？全换新的，cost太高。
